EMERGENCY ACTION PLAN

Emergency Defined: an unforeseen combination of circumstances and the resulting state that calls for immediate action. The athlete's life is in jeopardy or the athlete risks permanent impairment.

Emergency situations may arise at any time during athletic events. Expedient action must be taken in order to provide the best possible care to the athletes of emergency and/or life threatening conditions.

Rehearsals and in-services should be done on an annual and/or semi-annual basis

Duties/role:
Sport supervisor

  • Arrange and know what personnel will be available for events
  • Arrange and know location of communication system (land/cell)
  • Arrange proper emergency equipment
  • Know venue and location
  • Primary survey (certification update)
  • Determine nature of injury

Determine transport decision

  • Activate EMS
  • Instruct primary personnel
  • Instruct auxiliary personnel
  • Initiate protocols; CPR, AED, stabilization, immobilizing/splinting, etc.

Primary personnel

  • Follow directions of sport supervisor
  • Follow emergency equipment retrieval
  • Follow emergency phone procedures
  • Meet ambulance

Auxiliary personnel

  • Follow directions of sport supervisor
  • Follow directions of primary personnel

Support personnel

  • Follow their local/state/federal protocols

Football Game Communication: During football games the sports medicine staff will utilize radios to communicate between themselves. The staff will located in the following locations.
        Home Sideline----- 3 ATCs and a team physician
        Visitor Sideline---- 1 ATC

Also to enhance the communication to the visiting team the respective sports medicine staffs will meet 30 to 60 minutes prior to kickoff and discuss On-site emergency action plan including radio communication with home staff members with radios. EMT personnel will be also communicated by a sports medicine staff prior to kickoff regarding to EAP and transportation.

Other Sports Venue Communication: in all other sports an effort will be made by the host certified athletic trainer to meet the visiting athletic trainer and discuss EAP including location of emergency equipment, transportation, and access to near emergency facilities. Radios communication will be available as needed on site during venues.

Equipment
Equipment should be in good working condition, checked annually
Personnel should be trained annually on proper use (function and operation)
Personnel should know location of equipment, updated annually
Equipment should be stored in a clean and readily accessible location

Transportation considerations
Sport supervisor is responsible for making sure an ambulance and appropriate personnel are present at high-risk events
Designate an appropriate location for the ambulance
Sport supervisor will determine emergencies requiring critical intervention and transport decisions

Protocols
Primary survey: (Early - Access/CPR/AED/Advanced care = Check - Call - Care)

Scene Survey:Inspect the scene for danger to yourself, MOI, and # of victims
LOC:Determine Level Of Consciousness; Mental status (AVPU)
 Alert; respond to Verbal; respond to Pain; Unresponsive
 Determine chief complaint (cc)
Call 911 
 
Airway:Open/clear airway
Breathing:Look, listen, and feel for sings of breathing
Circulation:Check pulse at carotid artery
Disability:PMSC: Pulse, Motor, Sensation, Capillary refill
 Motor and sensation - Spine injury
 Distal pulse (Circulation) - Extremity injury
Expose:Head to toe: Head/Neck/Chest/Abdomen/Pelvis/Extremities
 Look And Feel for Deformity, Open wounds, Tenderness, Swelling
Facilitate:Critical thinking; identify priority of athletes
 Initiate EAP protocols and transport decisions "if in doubt, transport out"

Secondary survey
Focused examination on areas identified in primary survey

Assess vitals

  • Pupil response (PEARL)
  • Blood pressure
  • Pulse
  • Respirations
  • Body temperature

History

  • Location of pain; chief complaint
  • SAMPLE history (Symptoms, Allergies, Medications, Past hx., Last meal, prior Events)
  • MOI

Inspection

  • Position and posture
  • Obvious deformity, open wounds, or swelling

Palpation

  • Bilateral alignment
  • Crepitus
  • Swelling
  • Point tender

Functional tests

  • Mental status
  • AROM/PROM/RROM
  • WB status

EAP - Site protocols

  1. Each facility and/or training room must have the following in visible sight.
    1. Emergency Action Plan / Blood Borne Pathogens (Laminated)
    2. Sharps Container
    3. Biohazard bag
    4. Gloves
    5. Spill cleaning materials e.g. sink and soap or hand sanitizer
  2. Each kit and/or venue i.e. football, soccer practice fields, must have the following.
    1. Emergency Action Plan / Blood Borne Pathogens (Laminated)
    2. Biohazard bag
    3. Gloves
    4. Spill cleaning materials e.g. sink and soap or hand sanitizer
